Authority To Negotiate, Execute, And Amend Service Contract Agreements With The International Baccalaureate Organization And Texas International Baccalaureate Schools

This agenda item seeks approval from the Houston independent School District (HISD) School Board to authorize the superintendent of schools or a designee to negotiate, execute, and amend contracts with the International Baccalaureate Organization (IBO) and Texas International Baccalaureate Schools (TIBS). This is an annual process to ensure that HISD can continue to support International Baccalaureate (IB) programming.

 

These agreements provide HISD access to resources and supports from the IBO including the online IB Program Resource Center for every teacher on the IB campus; support from IB regional office staff; ongoing program evaluation to improve the quality of teaching and practice; free use of the IB World School name and logo, indicating the school’s unique international status and connection with the IB; and a dedicated page on the IBO website. IB World Schools also receive access to the IB information System which is necessary for performing certain administrative tasks.

 

In addition, these agreements cover the costs of required IBO-authorized training workshops for teachers and administrators at both authorized and candidate indicating campuses as well as the IB exams for all HISD IB students.

 

HISD has 28 authorized IB programs at 22 IB-authorized campuses implementing IB programs across the district for more than 17,500 students.

 

COST/FUNDING SOURCE(S):

The total cost for these services is not to exceed $5,700,000 over five years. The cost for the 2026-2027 academic year is not to exceed $990,000 (outlined below). The cost below reflects costs of assessments and IB membership fees. The cost for the four additional renewal years is not to exceed $4,710,000 (to include increase as programs grow).
