Authority To Negotiate, Execute, And Amend A Construction Contract For The Southside Launchpad Career And Innovation Center Demolition Package

The Houston Independent School District (HISD) is undertaking Project 26-04-52: Southside Launchpad Career and Innovation Center Demolition Package, located at 9220 Jutland Road, Houston, Texas 77033. The project includes, but is not limited to, the demolition and site preparation of approximately 16.50 acres located at Jutland Street and Reed Road. The work includes demolition of the existing 43,000-square-foot former Buchanan H. Grimes Elementary School building, canopies, temporary buildings, playgrounds, basketball and tennis courts, parking lots and paving, fencing, lighting, and landscaping. The project will prepare the site for future development associated with the Southside Launchpad Career and Innovation Center.
An architect/engineering consultant was engaged to prepare detailed drawings and obtain all necessary permits from local regulatory authorities. The district sought competitive sealed proposals (CSPs) from contractors for this project, with public advertisements issued on May 10 and May 17, 2026. On May 13, 2026, the district held a pre-proposal conference and conducted a walkthrough at the Southside Launchpad Career and Innovation Center site. There were four addenda issued prior to receipt of proposals. On May 26, 2026, the district received three responsive CSPs from the following contractors:
• A&M Environmental LLC
• ARAC Services, LLC, dba RAM Construction
• RNDI Companies, Inc.
After evaluation in accordance with the procedures approved by the HISD School Board, RNDI Companies, Inc., was determined to be the highest-ranked, best-value proposer. Therefore, it is recommended that this contractor be awarded a construction contract for Project 26-04-52: Southside Launchpad Career and Innovation Center Demolition Package.
Approval of this item will authorize the superintendent of schools or a designee to negotiate and execute a contract not to exceed the identified cost and amend the contract within the established allowances.
