Approval To Utilize Vendors And Authority To Negotiate, Execute, And Amend Agreements For Navy Junior Reserve Officers Training Corps Programming For The 2026-2027, 2027-2028, And 2028-2029 School Years

body

This agenda item seeks approval from the Houston Independent School District (HISD) School Board to accept U.S Navy vendor approval for authorized Navy Junior Reserve Officers Training Corps (NJROTC) purchases during the 2026-2027, 2027-2028, and 2028-2029 school years and authorize the superintendent of schools or a designee to negotiate, execute, and amend related agreements.

Military service departments establish JROTC program requirements and allocate or authorize funding for specific operational needs. The Navy may also designate vendors for equipment and resources purchased with Navy-provided funds. Accepting Navy vendor approval would reduce duplicative district approval requirements, provide access to specialized suppliers, and support timely purchases and reimbursement of authorized instructor travel and related expenses.

The purposed procurement and reimbursement process would preserve the designated purpose of military funds while maintaining financial accountability and compliance with applicable federal and state requirements. Vendor eligibility may be verified through the System for Award Management (SAM.gov), as applicable.

Partnership Scope of Work

Approval would allow North Forest High School (HS), Booker T. Washington HS, Madison HS, Sterling HS, and Worthing HS to purchase authorized equipment, supplies, and service for NJROTC instruction and cadet activities. These resources support hands-on science, technology, engineering, and mathematics projects; nationally and internationally recognized competitions; and leadership development.

These activities support student recruitment, participation, and continued engagement while developing teamwork, personal responsibility, and practical skills. Cadets also explore military service and other post-secondary pathways.

In accordance with House Bill 2, Article 6, of the 89th Texas Legislature, Regular Session, Department of Defense-authorized JROTC and National Defense Cadet Corps (NDCC) programs will be recognized as Career and Technical Education (CTE) programs. Students who enlist in the military following high school earn a College, Career and Military Readiness (CCMR) indicator. Students completing four years of JROTC are eligible to receive a Public Service Endorsement noted on their high school transcript.
