Authority To Negotiate, Execute, And Amend A Construction Contract For The Northside Launchpad Barbara Jordan Career Center Addition

The Houston Independent School District (HISD) is undertaking Project 26-05-04: Northside Launchpad Barbara Jordan Career Center Addition, located at 5800 Eastex Freeway, Houston, Texas 77026. The project includes, but is not limited to, the construction of a one-story, approximately 30,000-square-foot addition on the existing Barbara Jordan Career Center campus site, including a required detention pond adjacent to the new facility. The project is intended to expand educational and career training opportunities and provide enhanced instructional spaces to support student achievement and workforce readiness.
An architect was engaged to prepare detailed drawings and obtain all necessary permits from local regulatory authorities. The district sought competitive sealed proposals (CSPs) from contractors for this project, with public advertisements issued on May 10 and May 17, 2026. On May 13, 2026, the district held a pre-proposal conference at Barbara Jordan Career Center. There were three addenda issued prior to receipt of proposals. On May 26, 2026, the district received nine responsive CSPs from the following contractors:

• C.A. Walker Construction
• Division One Construction, LLC
• G.T.T. General Contractors, Inc.
• ICI Construction, Inc.
• Millennium Project Solutions, Inc.
• Patriot Contracting, LLC
• Satterfield & Pontikes Construction, Inc.
• Tegrity Contractors, Inc.
After evaluation in accordance with the procedures approved by the HISD School Board, Satterfield & Pontikes Construction, Inc., was determined to be the highest-ranked, best-value proposer. Therefore, it is recommended this contractor be awarded a construction contract for Project 26-05-04: Northside Launchpad Barbara Jordan Career Center Addition.
Approval of this item will authorize the superintendent of schools or a designee to negotiate and execute a contract not to exceed the identified cost and amend the contract within the established allowances.

RECOMMENDED: That the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend a construction contract with Satterfield & Pontikes Construction, Inc., for Project 26-05-04: Northside Launchpad Barbara Jordan Career Center Addition, effective June 12, 2026.
