The purpose of this request is to obtain authorization for the superintendent of schools or designee to negotiate and execute interlocal partnership agreements with the Harris County Department of Education (HCDE). The agreements will provide support in the amount of $45,000 to fund the Nita M. Lowey 21st Century Community Learning Centers/Texas Afterschool Centers on Education (ACE) Cycle 11 Year 5 Program at Chavez High School (HS) during the 2025-2026 school year, and the amount of $187,200 to fund the Nita M .Lowey 21st Century Community Learning Centers/Texas ACE Cycle 12 Year 3 Programs at both Crespo Elementary School (ES) and Kelso ES during the 2025-2026 school year. These programs support the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools. The interlocal agreement will expire on July 31, 2026.

RECOMMENDED: That the School Board authorizes the superintendent of schools or designee to negotiate and execute interlocal agreements with HCDE for the purpose of providing Nita. M. Lowey 21st Century Community Learning Centers/Texas ACE Cycle 11 Year 5 Program at Chavez HS, and Nita M. Lowey 21st Century Community Learning Centers/Texas ACE Cycle 12 Year 3 Programs at Crespo ES and Kelso ES, effective February 13, 2026.
