The Houston Independent School District (HISD) seeks School Board approval, in accordance with Texas Administrative Code 67.1315, of the Open Education Resource (OER) Transition Plan and adoption of the Texas Education Agency-developed Bluebonnet Learning instructional materials. The OER Transition Plan is required for HISD to access OER funding through the state. This plan outlines the district’s phased implementation of Bluebonnet Learning instructional materials across designated grade levels and subject areas.
