Approval Of Action Plan For Submission Of A Delay Of Teacher Certification Requirements Application

The purpose of this agenda item is to request that the Houston Independent School District (HISD) School Board approves the required action plan for a Delay of Teacher Certification Requirements Application. House Bill 2 (H.B. 2) authorizes the commissioner of education to approve district requests to delay implementation of certification requirements for foundation subject areas (English Language Arts/Reading, Math, Science, and Social Studies) until the beginning of the 2029-2030 school year. Approval of this plan is required for HISD to continue employing teachers who are actively working toward certification while maintaining compliance with H.B. 2 deadlines.
Due to ongoing statewide shortages of certified teachers and increased certification requirements, the district is requesting to strategically phase in compliance. The plan includes multi-year targets, intentional support for uncertified teachers, and expanded partnerships with Educator Preparation Programs. The district will reduce the number of uncertified teachers hired under District of Innovation provisions in foundation subject areas to zero by the 2029-2030 school year.
Approval of the plan supports HISD’s ongoing commitment to staffing classrooms with qualified, well-prepared educators, while ensuring the district remains compliant with statutory requirements.

RECOMMENDED: That the School Board approves the district’s action plan for submission of a Delay of Teacher Certification Requirements Application to the Texas Education Agency, effective January 16, 2026.
