Implementation And Compliance Report For Board Policy FNCE(LOCAL), Student Conduct: Personal Communication Devices/Electronic Devices

In accordance with Texas House Bill (H.B.) 1481 and Board Policy FNCE(LOCAL), the superintendent is required to report annually to the board regarding the implementation of and compliance with the district’s personal communication devices/electronic devices policy.

 

Attached to this update is the report regarding the districtwide implementation of Board Policy FNCE(LOCAL), adopted August 15, 2025, and aligned to the requirements of H.B. 1481. The report provides an overview of implementation efforts during the 2025-2026 school year, including:

 

                     Legislative background and adoption of Board Policy FNCE(LOCAL)

                     Districtwide enforcement expectations and campus implementation supports

                     January 2026 refresh to the confiscation and consequence structure

                     Communication resources provided to campuses, staff, students, and families

                     Districtwide device confiscation data and compliance monitoring trends from January-June 2026

                     Student support, parent conferences, and confiscation agreement procedures

                     Annual compliance monitoring processes and next steps

 

The report also highlights districtwide confiscation trends following implementation of the updated procedures, including reductions in repeat offenses and limited disciplinary alternative education program placements related to device infractions.
