Approval To Issue School District Teaching Permits For Noncore Career And Technical Education Courses

The purpose of this agenda item is to request Houston Independent School District (HISD) School Board approval for the superintendent to initiate the application process to issue School District Teaching Permits (SDTPs) for noncore academic Career and Technical Education (CTE) courses, subject to Texas Education Code 21.055, which allows a school district to employ an individual the district deems qualified to serve as a teacher but who does not hold a State Board for Educator Certification (SBEC) teaching certificate. A “noncore academic CTE course” is a CTE course that is not eligible to satisfy foundation graduation course credit in mathematics, science, language arts, or social studies.
The Texas Education Agency (TEA) permits districts to employ uncertified educators for these roles, provided an SDTP request is submitted within 30 days of employment. Individuals must demonstrate subject matter expertise through relevant work experience, education, formal training, industry licensure or certification, or a combination of these qualifications.
Approval of this agenda item will expand the district’s ability to provide instruction by teachers with subject matter expertise in the CTE content area.

recommendation
RECOMMENDED: That the School Board approves authorizing the superintendent of schools or a designee to initiate the SDTP application with the SBEC for noncore CTE teachers, effective June 12, 2026.
