Approval To Close Louisa May Alcott, Andrew Briscoe, James D. Burrus, Benjamin Franklin, N. Q. Henderson, Port Houston, And Betsy Ross Elementary Schools And All Programs Within Them At The End Of The 2025-2026 School Year, And Approval To Modify Attendance Boundaries For Blanche K. Bruce, Edna M. Carrillo, Matthew W. Dogan, Mario M. Gallegos, Sr., John F. Kennedy, Reagan W. Mading, Pleasantville, And Theodore Roosevelt Elementary Schools

The Houston Independent School District (HISD) School Board is asked to approve the closure of Louisa May Alcott, Andrew Briscoe, James D. Burrus, Benjamin Franklin, N. Q. Henderson, Port Houston, and Betsy Ross elementary schools, and all programs within them, at the end of the 2025-2026 school year.
The board is also asked to approve attendance boundary changes for Blanche K. Bruce, Edna M. Carrillo, Matthew W. Dogan, Mario M. Gallegos, Sr., John F. Kennedy, Reagan W. Mading, Pleasantville, and Theodore Roosevelt elementary schools to include the attendance zones of the schools to be closed. The changes will modify attendance boundaries as follows:
* Alcott Elementary School (ES) to Mading ES;
* Briscoe ES to Carrillo ES;
* Port Houston ES to Pleasantville ES;
* Franklin ES to Gallegos ES;
* Burrus ES to Kennedy ES;
* N. Q. Henderson ES to Bruce ES; and
* Ross ES to Roosevelt ES or Dogan ES.
In addition, students enrolled at or living in the current Ross ES attendance zone may attend Clemente Mart?nez ES in 2026-2027.
Board policy requires students to attend school within a designated attendance zone unless a transfer has been approved. Alcott, Briscoe, Burrus, Franklin, N. Q. Henderson, Port Houston, and Ross elementary schools are experiencing declining enrollment and shifting demographics while operating with funding that has not kept pace with inflation and rising costs.
