Approval Of Proposed Revisions To Board Policy EHBAF(LOCAL), Special Education: Video/Audio Monitoring-First Reading

This agenda item seeks Houston Independent School District (HISD) School Board approval of revisions to Board Policy EHBAF(LOCAL), Special Education: Video/Audio Monitoring, to align district policy with updated statutory requirements under Texas Education Code 29.022 and 19 Texas Administrative Code 103.1301, including changes resulting from House Bill 2.

 

The proposed revisions expand the scope of required video and audio monitoring beyond self-contained classrooms to include other special education settings as defined by law. The revisions add a formal definition of other special education settings, simplify and clarify the definition of self-contained classroom, and update references throughout the policy to ensure consistency in application across qualifying special education environments.

 

The revisions further clarify district obligations related to camera placement, operation, notice, confidentiality, release of recordings, dispute resolution, extension-of-time procedures, and commissioner review. Updates to statutory citations and procedural language have been incorporated to reflect current law and administrative rule.
