Authority To Negotiate, Execute, And Amend An Interlocal Memorandum Of Understanding With The University Of Houston-Downtown For A Guaranteed Admission Program

This agenda item requests approval from the Houston Independent School District (HISD) School Board to authorize the superintendent of schools or a designee to negotiate, execute, and amend an interlocal memorandum of understanding (MOU) with the University of Houston-Downtown (UHD) to establish a Guaranteed Admission Program (GAP) for eligible HISD students.
The GAP provides HISD students who meet established academic criteria with automatic admission to UHD. Admission to specific majors or programs of study remains subject to program-specific requirements and space availability. This partnership supports HISD’s College, Career, and Military Readiness goals by expanding access to postsecondary education and strengthening college transition pathways.
Under the agreement, HISD will promote the GAP to students and families, execute a separate data-sharing agreement to support admissions processes, and facilitate outreach by UHD admissions counselors. UHD will conduct outreach to eligible students, provide admissions guidance, and issue acceptance notifications to students who complete the application process and meet eligibility requirements.
The proposed agreement will commence upon execution by both parties and will remain in effect unless amended or terminated in accordance with the agreement terms.

RECOMMENDED: That the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend an interlocal MOU with UHD to establish a GAP for HISD students, effective February 13, 2026.
