Authorization To Explore A Partnership With Collaborative For Children To Serve As An Operating Partner, To Apply For Texas Partnership Benefits (1882 Benefits), And To Negotiate A Contract With Collaborative For Children

The purpose of this agenda item is to authorize the superintendent of schools to explore a partnership with Collaborative for Children to serve as an operating partner for prekindergarten (pre-k) partnerships with the Houston Independent School District (HISD) beginning in the 2026-2027 school year. The item further authorizes the superintendent of schools to take the necessary steps to apply to the Texas Education Agency (TEA) for Texas Partnership Benefits, commonly referred to as an SB1882 Partnership. Finally, this agenda item authorizes the superintendent of schools to negotiate a contract with Collaborative for Children in compliance with HISD Board Policy EL(LOCAL). The negotiated contract is subject to final board approval.

recommendation

RECOMMENDED:                     That the School Board authorizes the superintendent of schools to explore a partnership with Collaborative for Children to serve as an operating partner for pre-k partnerships and that the School Board authorizes the superintendent of schools to negotiate a contract with Collaborative for Children and to apply to the TEA for Texas Partnership Benefits, effective February 27, 2026.
