Approval Of The 2025-2026 Target Improvement Plans For The Houston Independent School District Comprehensive Support Intervention-Identified Campuses

A Title I campus with a Closing the Gaps (CTG) scaled score in the bottom five percent of its school type is identified for Comprehensive Support Intervention (CSI). The Texas Education Agency (TEA) determines this by rank-ordering CTG scores of Title I campuses within each school type (elementary, middle, high school/kindergarten-12th grade, and alternative education).
Identification:
* 32 out of the 37 HISD campuses that were CSI-identified for 2024-2025 successfully exited intervention.
* Of the remaining five campuses, three showed progress and are on track to exit in 2026 [Atherton Elementary School (ES), Reynolds ES, and Sharpstown High School (HS)].
* Two did not demonstrate progress and have been reidentified [Liberty HS and Middle College HS-Gulfton].
* Three campuses were newly identified this year. Two of these were identified due to data quality and school-type classification issues. The district submitted appeals to TEA, which were granted effective December 11, 2026. The corresponding Target Improvement Plans (TIPs) reflect the basis of these approved appeals.
Targeted Improvement Plans:
* A total of eight campuses are identified as Targeted Support Intervention campuses, and six of these campuses must submit turnaround plans.
* Two campuses are currently in the implementation phase of their approved turnaround plans and therefore are not required to submit TIPs.
* Two campuses have plans that reflect the district submitted appeals to TEA, which were granted effective December 11, 2026. The corresponding TIPs reflect the basis of these approved appeals.
