Authorization To Explore A Partnership With Friends Of Challenge Early College High School To Operate Challenge Early College High School, To Apply For Texas Partnership Benefits (1882 Benefits), And To Negotiate A Contract With Friends Of Challenge Early College High School

The purpose of this agenda item is to give the superintendent of schools permission to explore a partnership with Friends of Challenge Early College High School to operate Challenge Early College High School (HS) beginning in the 2026-2027 school year. The item further authorizes the superintendent of schools to take the necessary steps to apply to the Texas Education Agency (TEA) for Texas Partnership Benefits, commonly referred to as an SB1882 Partnership. Finally, this agenda item authorizes the superintendent of schools to negotiate a contract with Friends of Challenge Early College High School in compliance with Houston Independent School District Board Policy EL(LOCAL). The negotiated contract is subject to final board approval.

RECOMMENDED:                     That the School Board authorizes the superintendent of schools to explore a partnership with Friends of Challenge Early College High School to operate Challenge Early College HS and that the School Board authorizes the superintendent of schools to negotiate a contract with Friends of Challenge Early College High School and to apply for Texas Partnership Benefits, effective February 13, 2026.
