Authority To Negotiate, Execute, And Amend Electricity Supply Contracts Through The Texas Public Energy Alliance

The Houston Independent School District (HISD) currently participates in the Texas Public Energy Alliance (TPEA), a political subdivision corporation established under Texas law to aggregate purchasing power for public entities. This participation is governed by a previously approved interlocal agreement.
TPEA enables the district to procure electricity through cooperative purchasing strategies that leverage competitive market pricing and established risk management practices, allowing administration to respond quickly to secure favorable pricing and contract terms while maintaining compliance with board policy and oversight requirements. RECOMMENDED: That the School Board authorizes the superintendent of schools or designee to negotiate, execute, and amend electricity supply contracts through TPEA in accordance with the district’s procurement policies and applicable law, effective April 10, 2026.
