Authority To Negotiate, Execute, And Amend Electricity Supply Contracts Through The Texas Public Energy Alliance

The Houston Independent School District (HISD) currently participates in the Texas Public Energy Alliance (TPEA), a political subdivision corporation established under Texas law to aggregate purchasing power for public entities. This participation is governed by a previously approved interlocal agreement.

 

TPEA enables the district to procure electricity through cooperative purchasing strategies that leverage competitive market pricing and established risk management practices, allowing administration to respond quickly to secure favorable pricing and contract terms while maintaining compliance with board policy and oversight requirements. Continued participation supports efficient and cost-effective acquisition of electricity services for district operations.

 

Renewing this authority ensures the district can continue to act in a timely manner within a volatile and market-dependent energy environment. Failure to renew this authority could result in delays in contract execution and potential exposure to less favorable market conditions.
