Authorization To Explore A Partnership With Friends Of The Houston Academy For International Studies To Operate The Houston Academy For International Studies, To Apply For Texas Partnership Benefits (1882 Benefits), And To Negotiate A Contract With Friends Of The Houston Academy For International Studies

The purpose of this agenda item is to give the superintendent of schools permission to explore a partnership with Friends of The Houston Academy for International Studies to operate the Houston Academy for International Studies (HAIS) beginning in the 2026-2027 school year. The item further authorizes the superintendent of schools to take the necessary steps to apply to the Texas Education Agency (TEA) for Texas Partnership Benefits, commonly referred to as an SB1882 Partnership. Finally, this agenda item authorizes the superintendent of schools to negotiate a contract with Friends of The Houston Academy for International Studies in compliance with Houston Independent School District Board Policy EL(LOCAL). The negotiated contract is subject to final board approval.

recommendation
RECOMMENDED: That the School Board authorizes the superintendent of schools to explore a partnership with Friends of The Houston Academy for International Studies to operate HAIS and that the School Board authorizes the superintendent of schools to negotiate a contract with Friends of The Houston Academy for International Studies and to apply to the TEA for Texas Partnership Benefits, effective February 13, 2026.
