Authorization To Explore A Partnership With HSPVA Friends To Operate The Kinder High School For Performing And Visual Arts, To Apply For Texas Partnership Benefits (1882 Benefits), And To Negotiate A Contract With HSPVA Friends

The purpose of this agenda item is to give the superintendent of schools permission to explore a partnership with HSPVA Friends to operate the Kinder High School for Performing and Visual Arts (HSPVA) beginning in the 2026-2027 school year. The item further authorizes the superintendent of schools to take the necessary steps to apply to the Texas Education Agency (TEA) for Texas Partnership Benefits, commonly referred to as an SB1882 Partnership. Finally, this agenda item authorizes the superintendent of schools to negotiate a contract with HSPVA Friends in compliance with Houston Independent School District Board Policy EL(LOCAL). The negotiated contract is subject to final board approval.

recommendation
RECOMMENDED: That the School Board authorizes the superintendent of schools to explore a partnership with HSPVA Friends to operate Kinder HSPVA and that the School Board authorizes the superintendent of schools to negotiate a contract with HSPVA Friends and to apply to the TEA for Texas Partnership Benefits, effective February 13, 2026.
