This agenda item seeks Houston Independent School District (HISD) School Board approval of revisions to Board Policy EIE(LOCAL), Academic Achievement: Retention and Promotion.

 

Board Policy EIE(LOCAL), Academic Achievement: Retention and Promotion, governs the standards and procedures for student promotion and retention across all grade levels in HISD. The policy establishes proficiency requirements, intervention obligations, grade-level classification criteria for high school students, and the process for parent appeals of retention decisions.

 

The proposed revisions update the standards for proficiency to align with current instructional practices and state requirements. Specifically, the revisions clarify that course assignments and unit evaluations shall be used to determine student grades, with an average of 70 or higher constituting a passing grade; add new early literacy promotion standards for students in kindergarten and grade 2 to ensure readiness for subsequent grade-level instruction; and refine the criteria by which proficiency of skills necessary for success at the next level is validated through assessment. The revised policy also strengthens the framework for mandatory intervention services for students who do not meet promotion standards.
