Consideration And Approval Of New Goal And Goal Progress Measure Targets

The Houston Independent School District (HISD) School Board is asked to consider and approve revisions to goal progress measure (GPM) targets where temporary targets were approved in November 2025 because of an update to the NWEA Measures of Academic Progress (MAP) test. The proposed revisions impact progress measures 1.1, 1.2, 1.3, 2.1, 2.2, 2.3, 3.4, 3.5, and 4.3.
These updates align with the latest NWEA MAP Linking Study which reflects revised projections between MAP growth data and State of Texas Assessments of Academic Readiness proficiency. In July 2025, NWEA MAP updated its platform with its new research data, making it necessary to re-establish baselines to ensure accurate year-over-year comparisons and prevent misinterpretation of progress.
In addition, Goal 3 has exceeded long-term targets during the 2025-2026 school year. In order to ensure the district is striving for continuous improvement, new goal targets are proposed for approval.
Upon approval, the revised progress measure targets will be published in the Lone Star Governance (LSG) section of the HISD public website.

RECOMMENDED: That the School Board approves the revised goal and goal progress measure targets as provided, effective September 11, 2026.
