The purpose of this agenda item is to request that the Houston Independent School District (HISD) School Board approves revisions to Board Policy CV(LOCAL), Facilities Construction. Some of the changes are recommended by the Texas Association of School Boards to align with updates to established law regarding competitive purchasing thresholds. Other changes are recommended by HISD administration.
A copy of CV(LOCAL) showing the proposed changes is attached.

RECOMMENDED: That the School Board accepts the proposed revisions to Board Policy CV(LOCAL), Facilities Construction, on first reading, effective February 13, 2026.
