The purpose of this agenda item is to request that the Houston Independent School District (HISD) School Board approves the deletion of Board Policy FNCD(LOCAL), Student Conduct: Tobacco Use and Possession. The prohibitions cited in this policy are expressly stated in the Student Code of Conduct and addressed in the corresponding LEGAL policy.

RECOMMENDED: That the School Board accepts the proposed deletion of FNCD(LOCAL), Student Conduct: Tobacco Use and Possession on first reading, effective October 9, 2026.
