State law under Texas Education Code (TEC) 25.092 requires school districts to adopt policies governing attendance for credit and the award of a final grade. The purpose of this agenda item is to approve revisions to Board Policy FEC(LOCAL) to ensure alignment with current statutory requirements, District of Innovation provision, and established administrative practices.

Board Policy FEC(LOCAL) applies to students in kindergarten through grade 12 whose attendance falls below 90 percent of the days a class is offered. The policy outlines procedures for notifying parents or guardians of excessive absences, establishing campus-based attendance committees, and providing students with opportunities to regain credit or earn a final grade when attendance requirements are not met.

The proposed revisions clarify:

* The authority of campus-based attendance committees established in accordance with TEC 25.092;
* The process for students to complete a principal-approved plan when attendance falls between 75 percent and 90 percent;
* Petition procedures when attendance falls below 75 percent;
* Standards for reviewing extenuating circumstances, documentation, and best-interest determinations; and
* Conditions that may be imposed for restoring credit, including maintaining attendance standards, completing assignments, attending tutorials, or demonstrating mastery through examination.

The revisions further clarify that attendance committees must consider whether a student has mastered the essential knowledge and skills and maintained passing grades in determining eligibility for credit, and that decisions may be appealed in accordance with TEC 25.092(d).
