Authority To Negotiate, Execute, And Amend A License Agreement For A Community Garden With The City of Houston For Furr High School At Herman Brown Park, Located At 400 Mercury Drive, Houston, Texas 77013

body

The Houston Independent School District (HISD) entered into a license agreement with the City of Houston on November 15, 2018, for the use of green space at Herman Brown Park, located at 400 Mercury Drive, Houston, Texas, to operate a community garden serving Furr High School, with a term through March 10, 2026. The parties propose to renew the agreement to allow HISD to continue using approximately 33,200 square feet within the park to support college and career ready learning experiences aligned with agriculture, environmental science, and natural resources pathways. The license provides a five-year initial term, with automatic one-year renewals not to exceed 10 years, and may be terminated by either party upon 30 days’ written notice.

Through the continued operation of the community garden, students participate in hands-on, real-world learning that builds foundational workforce skills, exposes students to careers in agriculture and environmental fields, and supports postsecondary pathway development through experiential education, teamwork, and community partnerships. Approval of the renewal will ensure continuity of this program while maintaining appropriate operational, safety, and insurance requirements.
