Authority To Negotiate, Execute, And Amend A Construction Contract For The Southside Launchpad Career And Innovation Center

The Houston Independent School District (HISD) is undertaking Project 27-09-18: Southside Launchpad Career and Innovation Center, located at 9220 Jutland Road, Houston, Texas 77033. The project includes the construction of a new 240,000-square-foot career and technology center with classrooms and laboratories supporting 11 programs of study, a multipurpose center, kitchen, administrative and support spaces, site improvements, and stormwater detention. The project will expand career and technical education opportunities for HISD students.
An architectural/engineering firm was engaged to prepare detailed drawings and obtain all necessary permits from local regulatory authorities. The district sought competitive sealed proposals (CSPs) from contractors for this project, with public advertisements issued on September 26 and October 3, 2026. On September 30, 2026, the district held a pre-proposal conference at Hattie Mae White Education Center. There were four addenda issued prior to receipt of proposals. On October 13, 2026, the district received five responsive CSPs from the following contractors:
Cadance McShane Construction Company, LLC
Drymalla Construction Company, LLC
ICI Construction, Inc.
Patriot Contracting, LLC
Satterfield and Pontikes Construction, Inc.
After evaluation in accordance with the procedures approved by the HISD School Board, Drymalla Construction Company, LLC, was determined to be the highest-ranked, best-value proposer. Therefore, it is recommended that this contractor be awarded a construction contract for Project 27-09-18: Southside Launchpad Career and Innovation Center.
