MEETING HELD - PURPOSE  
The School Board of the Houston Independent School District (HISD) held a special meeting  
on October 15, 2025, beginning at 5 p.m. in the board auditorium of the Hattie Mae White  
Educational Support Center, 4400 West 18th St., Houston, TX 77092.  
MEETING CALLED TO ORDER – MEMBERS PRESENT  
Board President Campo called the meeting to order at 5:02 p.m. and declared the board  
convened to consider matters pertaining to HISD as listed on the duly posted meeting notice.

Approval Of Resolution Reconsidering Adoption Of The Tax Year 2025 Tax Rate To  
Include Adoption Of Disaster Pennies Under Texas Property Tax Code Section 26.042  
On motion by board member Rosales, with a second by board member Garza  
Lindner, the board voted to reconsider the prior adoption of the tax year 2025 tax  
rate in order to include two and ninety four pennies ($0.0294) permitted under  
Texas Property Tax Code section 26.042 for disaster areas.

On motion by board member Gore, with a second by Board Vice President  
Lemond Flowers, the board voted to approve a resolution adopting the combined  
ad valorem tax rate of Eighty Seven and Eighty Three Hundredths Cents per  
each One Hundred Dollars of valuation ($0.8783) for the Houston Independent  
School District for the 2025 tax year, which is effectively an 8.20% percent  
increase in the tax rate, and includes the Maintenance and Operations (M&O)  
rate of Seventy One and Sixteen Hundredths Cents ($0.7116), and an Interest  
and Sinking (I&S) rate of Sixteen and Sixty Seven Hundredth Cents ($0.1667).
