Authority To Negotiate, Execute, And Amend An Agreement And Related Contracts With The University Of Houston College Of Optometry For Student Services

The Houston Independent School District (HISD) requests that the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend a three-year agreement and related contracts with the University of Houston (UH) College of Optometry to provide HISD students access to essential vision screenings and eye care services through the UH College of Optometry’s University Eye Institute. This partnership will support early identification of vision concerns, improve access to eye care, and ultimately promote student academic success through providing no-cost vision services to HISD students.
As part of this agreement, HISD’s Health and Medical Services Department is responsible for coordinating student transportation to the University Eye Institute and submitting invoices for this transportation to UH for reimbursement.
UH will reimburse HISD $200 per bus or transportation service, with an estimated 24 service dates per year. Transportation services are not to exceed $14,400 over the three-year agreement. The University Eye Institute will not charge HISD for patient care services provided under the agreement.
In addition, this agenda item authorizes the superintendent of schools or a designee to approve other related individual contracts after they have been negotiated by appropriate financial, legal, and Health and Medical Services Department staff members.

RECOMMENDED: That the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend a three-year agreement and related contracts with the UH College of Optometry for student vision services, effective November 13, 2026.
