Authority To Negotiate, Execute, And Amend An Interlocal Partnership Agreement With The Texas Workforce Commission

The Houston Independent School District (HISD) requests that the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend an annual interlocal agreement with the Texas Workforce Commission (TWC). This partnership agreement supports teen parents or low-income staff members by providing childcare subsidies at designated TWC partnered entities.
Local partners and TWC provide funding for childcare services at a reduced cost or no cost to HISD students with children and to some qualifying low-income HISD staff. HISD provides support by referral to the programs and by providing quarterly reports on referrals and supportive actions taken to connect students and or low-income staff to services with TWC partner entities.

recommendation
RECOMMENDED: That the School Board authorizes the superintendent of schools or a designee to negotiate, execute, and amend an interlocal agreement with the TWC which will provide local funds for childcare support for HISD students with children and for low-income HISD staff, effective February 13, 2026.
