Authority To Negotiate, Execute, And Amend An Interlocal Agreement With Houston-Galveston Area Council For Clean Vehicles Program Grant

This agenda item requests approval from the Houston Independent School District (HISD) School Board to authorize the superintendent of schools or a designee to negotiate, execute, and amend an interlocal agreement with Houston-Galveston Area Council for a Clean Vehicles Program Grant award. Houston-Galveston Area Council has awarded the district a Clean Vehicles Program Grant, contingent upon the execution of a contract, and the satisfactory fulfillment of all subsequent contractual and program obligations. The award, in the amount of $348,000, has a five-year grant period. The purpose of the award is to purchase four new school buses.
The purpose of the Clean Vehicles Program is emissions reduction in the greater Houston region by accomplishing the following:
• Improve regional air quality in the Nonattainment area.
• Positively impact student health by reducing exposure to pollutants associated with respiratory and cardiovascular health risks.
• Fulfill regional State Implementation Plan and conformity requirements.
• Better fuel efficiency and lower maintenance costs.
With School Board approval, the district will purchase four new energy efficient diesel school buses to replace four existing aging buses in the district fleet.

RECOMMENDED: That the School Board authorizes the superintendent of schools or designee to negotiate, execute, and amend an interlocal agreement with Houston-Galveston Area Council for the Clean Vehicles Program Grant, effective August 14, 2026.
